It's just supposed to allow the audience to morn. So I guess we can morn something other than a character dying, right? I heard it was supposed to be like a moment of silence at a funeral or something... oh, nevermind. I'm just typing whatever pops into my head... I think I need to feed the cat...

I think it could be said that it was in recognition for the DEATH OF ORIGINALITY for the show format. There had to be 607 red flag/strikes by the time the show died.
Perhaps in recognition for the audience' patience dying? As much as I tried to like pieces of season 6 (and I did - you can check the reviews we did of them along ratings, etc) the fact is that we shouldn't be LAUGHING in the finale of a show like 24 and the burned Chinaman saying "you're tooooo raaaate!" was just more than anyone can bear to watch and not laugh out loud.
yeah i got the impression it was for Jack and that he was in at a cross roads, and I think he contemplated suicide!

He had raged at Heller - angry that he had been left out to dry, angry that Josh would have been given away, his family were all dead, his family were responsible to those closest to him (ie David,Michelle,Tony), he had to leave Audrey, he was still going to be prosecuted for what he has done, etc.
I think it was to demonstrate the Catch-22 that he lives in. No matter how much he has been through, how much he has lost, Jack Bauer can never lead a normal life. Somehow, he ends up back in the field.
Heller reinforced that for Jack. and Jack finally realised that he was right and there was no place left for him and Audrey.
So the clock honoured his sacrifice. That's how I see it anyway.

I mentioned it a while back that 6 had a silent clock. It could be for Audrey or it could mean Jack is moving on from his past or something like that.

I think it's just for the fact that Jack had to make a tough decission and his sad. And for the end of the relation ship between Jack and Audrey We've been watching them for several seasons and then it just ended in a such a sad way: if you think about Audrey's condition and Jack's um "sacrifice".
And maybe it's for the end of so called "normal" 24. You know, based on CTU LA. The writers maybe knew about the fact that there's no CTU on Season 7. I think they were at least discussing of the fact that it's a possibility.
